[tcrc-fd] Interruption in email list service.

There was a failure of the hard drive in the server that handles the email
list traffic on Saturday. After a number of hours of frantic work by Kevin,
the lists are now restored and all data should be back in place.

If any traffic was mailed to the lists in the past day or so please resend
the messages.
